That's what I was thinking. Even if it were $70 per ticket, I'd be really happy with that.
Note that the DOT rule and guidance is spectacularly unclear whether the 24 hour cancel rule applies to itineraries that are sold in the U.S. but do not touch the U.S. From their lack of action against foreign carriers, I presume DOT's internal determination has been not to enforce it in those situations. I even got pushback from DL trying to cancel an award ticket on KE from ICN-BKK, but they ultimately relented. DL's initial response was that the "24 hour guaranty does not apply if there is no U.S. segment." I filed a DOT complaint (only one ever), but got a nonresponse.
