The card's benefits are total garbage for the annual fee they charge(it's like 2x the US Plat with less benefits). Half of the benefits are useless to me since I am already Diamond. However, this card is perfect for non-Taiwan residents since you can't get the Cathay Bank one without credit history/a (stable) salary in Taiwan.
I've applied for cathay bank cobranded card, no problem at all to get it as a foreigner. I had a cathay savings account prior which may have helped.
