I think the most likely case for having 6 or 7 people in WL is that they themselves were involved in IRROPS, doesn't need to be major IRROPS, could be as simple as a missed connection due to slight delay.

I don't disagree it's a good idea, but if you really have to fly on that flight, you always have the option of flying in Y.

Well, no, you might be dealing here with very small numbers, all your examples are about "2 passengers", but what if in fact the algorithm says it's actually more like 0.1 passengers?
