I have not seen any discussion about that in this thread. It was discussed in the previous thread (listed in the Wiki) about a year ago if I recall correctly.
There should be no difference between mailer and non-mailer applications in this regard. It seems that you would have to use a mailer for the second application given the 24-month rules.
