Amazon in particular is very responsive to these types of complaints. Contact their customer service and tell them that you never received the item, and they'll almost certainly make things right for you.
If Amazon's customer service doesn't resolve it to your satisfaction, I recommend contacting Amex customer service and initiating a chargeback (not a purchase protection claim) for the transaction. "Purchased item not received" is a legitimate chargeback category.
There should be no reason to do a chargeback with amazon. They have excellent customer service. I have ordered thousands of items amounting to tens of thousands of dollars from them, and a few have had issues, arrived late, lost in transit, and they have always stepped up to the plate. They even let you keep some items that arrive in extra quantities, items that have already been replaced that have arrived late, and things that you want to return but they say just keep it.
But yes, you are right that in the end if you havent received an item you've paid for, it could be a valid reason for a charge back as "item not received"
