Would that have been because there were GCH's already in each of the 2 exit rows and who booked their flights before you? Therefore the adjacent seat (or is it 2 seats for GCH) were blocked if it was not a full flight? Am not 100% sure how this works but have had the same experience which also puzzled me at the time.
