I had this very problem last month. I phoned UA and they did the transaction manually, without charging a premium. In case of doubt I had taken a screenshot of the price advertised on the webpage. My ticket was plated with UA though, and all legs had UA flight numbers. I wonder if this could be a crucial difference.

Is it technically legal to advertise something at a price and refuse to sell it at that price because of the origin of a customer?
