I have this exact same issue. Trying to upgrade a UA leg on an AC ticket but can't get past the payment screen due to United States being the only option for country.

When I call UA, they are willing to sell me the upgrade by phone but for several hundred dollars more than the price quoted online. Super frustrating!

Any suggestions?
