I would normally agree with that as well, but it seems like CX distinguishes F pax and MPC/OW guest policy:

Under F pax section only "+1 guest" was mentioned, while under MPC/OW it was highlighted: "Departing on Cathay Pacific, Cathay Dragon or oneworld carrier** flights only".
