TIMATIC can say an evisa is required and still have a list of "exemptions" under that, and that can and will continue to include the use of visas on arrival for those for whom it's applicable.
I keep reading new rules about the e-visas, like they're absolutely required by March 21. I have no idea. That said, since it's not THAT hard to get an e-visa (probably the hardest thing is submitting a photo in the right pixel size, and you might do better with the Explorer brower), I would do it if I were travelling there again. A better safe than sorry situation, I think.
