Sorry, I am confused. What does being unable to stopover in Japan have to do with how many miles you can fly/earn? What routing rules restrict stopovers when starting in Middle East?

Of course you can return to your country of origin, that's the normal way to end an RTW. You just can't continue once you do. Or perhaps this is what you meant?
