My guess is the TPG reviewers get a LOT of favors from the airlines. For instance, they get to board before even GS so they can get those pictures before there are passengers. They also get to put themselves on all the flights where a new airplane is introduced.
So it wouldn't surprise me if they get ticketing rules waived too.
