1) The 3 of us were each travelling on a single piece of baggage of approx 20kg each so it was too low to know if they would have checked through more baggage per conditions.

2) Avios issued Domestic tickets for some reason entitles you to 2 x 23kg per their JAL International Econ guidelines instead of 1 x 20kg.

I am not sure how particular they are about you making sure each baggage doesn't exceed the weight or you could combine them altogether...
