I would not count on reimbursement. It is not part of the T&C and Amex simply provided a customer service gesture. Most cards will do that for sufficiently valuable customers.
Whether some other card issuer will do the same for OP depends on the issuer's internal policies and OP's value as a customer to the issuer.
