I think Concerto was saying that the end date in that announcement (from earlier this year) has proven incorrect. After checking newly-loaded routes I see Flybe has zeroed out Avios availability on all Flybe flights. This could be temporary but since they switched to a new booking platform on Wednesday I wouldn't hold out much hope for being able to book Flybe using Avios anymore
