As mentioned in my OP, the F1 bag tag is for RL pax. *G don't get F1 tags if they aren't flying in RL. If pax are connecting to RL and the bags aren't retagged F1, then they won't come out first. Some discussion on this forum here:

Same as how NH and other carriers have distinct bag tags for their F cabins. BR has separate PE tags too.
BR seems quite strict about the bag priority, even at outstations like SFO. I cannot say the same for NH at LAX, unfortunately. So that's one way BR J manages to beat NH F!
