When I first signed up for Serve, I too would get an error when trying to load with an Amex CC -- until I got an email that said I needed to upload a copy of my drivers license. So if you haven't done it yet, upload your DL wait a day or two, then try again.

This is correct. But I got error after the CC has been set up. It works now. Not sure what happened.
