The operating factor here is that you were trying to do this prior to the day of travel. On the day of travel, they can rebook you onto any carrier with which they have an interline agreement. Prior to that, they have plenty of restrictions in place. Generally, they limit you to UA-operated flights if you're just making a change due to a waiver. After your flight has been impacted, they can ticket most anything.
