I added value to all four of my Rabbit cards since 15 Feb. without being registered or being prompted to register.

My sense is that they have not yet set a "register-by" date, as they did with SIMs ages ago, perhaps in part to spread out the registration process. Who knows what ultimately might happen re: mandatory registration?

I have seen just a few posts on Thai social media by customers who were denied top-ups until they had registered. Perhaps early on everyone was directed to register, then with the push-back, a more forgiving approach, along with public notifications, was taken.
