I know this post is a bit old, so maybe was accurate at the time, but I've just on 3 domestic flights (departing PEK, LJG, KMG), and the alcohol hand gel in my hand baggage was fine. I had a small aerosol can of deodorant which got through PEK and LJG fine, but was confiscated at KMG.

So the comment above that enforcement is "varied" seems to still be accurate. Also note that the liquids bag does not have to be taken out of the rest of your hand baggage like it does in Europe.
