This doesn't shock me one bit. I also suspect AC likes to make up "weather" as an excuse for certain cancellations. Had my YHZ-BOS flight canceled yesterday due to "weather in Boston" but I took a look at the arrivals status for flights into BOS and the majority were arriving.
Just because some flights arrive, doesn't mean weather wasn't the cause of your cancelation. If an airport can handle 120/hour in good weather, 90/hour in bad weather, and gets 100/hour, it means 10% of the flights will be delayed or canceled, but 90% will be fine.
