In terms of reconfiguring an aircraft, sure. But I suspect the transfer of an asset from mainline to Rouge involves a lot more than simple paperwork.
In the meantime, presumably they could be leased from Rouge to AC, wet or not. There's no need to transfer assets unless it looks longterm.
