Fare Rules involving GF/AC

Hi All,

I purchased a J ticket a while back that was a combination of GF and AC, purchased through an OTA. The ticket was plated 072 (Gulf Air) and the fare rules were published by GF, fare basis is CHE1YSD.

This fare basis states:

          PASSENGER WILL BE TREATED AS NO SHOW IF THE
          BOOKING IS NOT CANCELLED AT LEAST 24 HOURS BEFORE
          THE DEPARTURE OF THE FLIGHT.

I'm trying to change/cancel this ticket (whichever ends up being cheaper), however the OTA is insisting that AC is calling their portion of the ticket "non-refundable" and therefore the entire ticket is non-refundable. The OTA keeps saying that the rules for the AC portion are different, however when I ask them to produce these so-called "rules" they say it's something that AC dictates, and that they are dictating that the ticket is "non-refundable".

Can this even remotely be the case? What kind of clause should I be looking for in AC's CoC, or are they just pulling one over me?
