For Japan Explorer Pass and Yokoso tickets, you will have the international allowance.

For a normal domestic ticket you will technically only have the domestic allowance, though as JAL will check luggage through across seperate tickets, they may well allow you to get the international allowance. Especially on the international to domestic flow.
