The TA may be right that it's fully flexible: that description can only relate to the rules of the fare.

No ticket or fare is ever fully flexible in the sense that you can ignore availability in the relevant booking class. Even if you buy a J class ticket at a fully-flexible public fare, if the flight you need to change to is F9 A0 J0 C0 D0 R0 I0, you can only change by paying the fare difference to the appropriate F class fare.
