My last experience I realized it would've been cheaper to RT Uber from the Hyatt to aquarium then to park where I did ($35).

You certainly don't need to spend $35 on parking to visit the aquarium. There is free parking on Ocean View Blvd. starting where it meets 2nd St. and the walk to the aquarium from there is very scenic. That parking location is also good overnight if one were to stay at the Intercontinental.
Marginally closer to the aquarium, there is metered parking by the American Tin Cannery Outlets.
