The "Welcome Lounge" in Munich closes at 1pm already and as I remember the flight from SFO arrives late afternoon but if you arrived earlier you would be able to use it with your BIZ ticket. The business lounge is officially only for departing BIZ passengers. Officially only HONs and SENs are allowed to use it on arrival.
