I suppose you can ask the ticket agent at check-in, but the system might be automated.
As for selling upgrades before clearing wait-lists, I'm pretty sure we've had this discussion before and it was clear that this was a way to generate revenue for empty seats, not deny upgraders on the WL access. Afterall, this is UA, not CO.
