I assumed them getting turned away was part of the reason they would not confirm a pickup. I am sure Uber will get better in Cabo overtime but expect the taxi cartel to fight hard.
The Uber situation has greatly improved and now there is never more than a 10-15 minute or so for a car to come by. Later at night it can be harder, however.
