Correct, it's worded oddly, for example last night I booked a 1 bedroom executive suite city view with CL access as a plat at the RC Chicago. Upon arrival I was upgraded to a lakeside suite still with CL access. At the RC Chicago, 50 rooms are CL access rooms overall even though the CL is located on the 15th floor.
Prior stay, I booked a executive suite but wasn't granted access with zero upgrade due to availability.
I've never been upgraded that grants access to the CL no matter where I have stayed unless I've payed for it one way or another.
If anyone has, I bow to your skills.
