I'll wait and call back in a couple days, maybe I got a bad apple in the customer service department but it doesn't look like Barclay has any interest in retaining customers.
Called back today since annual fee hits tonight. Asked to be downgraded to the no-fee Arrival. Zero problems this time.

No credit hit or annual fee charged and I was able to keep my current miles.
