Support Animals are a different matter in my mind. These animals are generally well trained. I would still support a muzzle if practical for that animal.
You run into discrimination issues there, however. An animal that picks up dropped items for its owner doesn't have to be muzzled, but an animal that opens doors with its leg or pushes against its owner to provide support, has to be muzzled. That's not going to fly, pardon the pun.
