IMO, NYC is a free-for-all when pick-ups and drop-offs are concerned. There’s a small traffic island in the middle of Fourth Avenue that I cross on my way to work and I have seen it used frequently as a pick-up point, even though it blocks traffic. I also hate driving behind livery vehicles in a curb-adjacent lane for this reason.
