I always do it that way, clear immigration/customs and then take the 15 minute walk (w/ some moving walkways & plenty of always available free luggage carts) between terminals-- I like it much better than the torture-- sorry,
transit buses.
BTW, if the immigration officer asks, say you are either collecting bags landside or meeting someone who is, or meeting someone landside anyway. Last few times they asked and they didn't like the answer I gave (which I always give) that I simply prefered to walk between terminals. They didn't turn me around though.
