I just spent three weeks at the Courtyard in Phnom Penh. Yes, Plats do get lounge access, plus choice of breakfast in the main restaurant (much more variety) or in the lounge. Happy hour in the lounge is 6 - 8. There is an adequate choice of drinks but the food offerings could be improved, especially for vegetarians. Overall, there’s enough there for dinner.
