It all starts from the top down. If the Gm is not discussing this at staff meetings making sure that the desk managers follow up it's just not going to happen. I usually don't push it unless the desk agent is speeding past my status etc I will ask half heartily what room did I get? Many times that subtle hint prompts them to relook at the room selection making it obvious that no one has done room assignments for the upper tier travels.
