I think there is a card, but you can still pay the driver in cash. Just make sure you have change and small bills - you'll probably get dirty looks if you try to pay with a 1000-peso bill.
I think the fare to downtown is something like 63 pesos. Was just there in December and took the bus to/from the airport, but I don't remember the exact amount.
