The CAA could care less. Other than massive consumer issues such as U2's wholesale passenger stranding, enforcement actions against carriers for the carriers' interpretation of the Regulation seem to be non-existent. Not that the UK is particularly out of step across the EU as the other NEB's are roughly the same.
