Eu261 is already UK legislation via a statutory instrument which brought it into force in the UK

it wound require Parliament to actively rescind it for it to no longer apply.

i don’t see EU261 as being anywhere near the top of the list for immediate action

Also for the OP for accuracy England is not a member state of the EU. the United Kingdom is however.
