Not entirely correct. Any non-AA OW Sapphire or OW Emerald would be able to access the Flagship Lounge when traveling on a OneWorld flight. So a BA Silver traveling in economy on LAX-SAT will have access to both the AA Flagship Lounge and the OW Business Lounge.
