The program details are on the Go Hilton site. To help answer the specific question:

"What about Hilton Honors Points?

For stays under Team Member and Family & Friends room rates, Hilton Honors credit will be granted for the stay and Points will be awarded for the room rate and incidentals. (Please note Points will not be earned for incidentals at Hampton, Homewood Suites, Home2 Suites and Tru.)"

It seems that F&F rates do not include breakfast, but there's always exceptions.
