To clarify: are you saying there's a single team coordinating the Global Transfer process between all pairs of countries?
I ask because after nine months I still haven't been able to get my German account linked to my US joining date and usage/payment history. I've made three or four phone calls and even sent two old-fashioned paper letters.
The German AmEx office is a mess. I have both US and German accounts as well and any request to the German office always takes weeks to get resolved.
