If you have only a small carry on and a roll-aboard you can walk from Ebisu station to the Westin. It is about 10 minute walk, all covered with conveyor belts, so no different from the walk from a far gate to immigration at NRT.
The NEX doesn't stop in Ebisu, though, so you'll have to change in Tokyo, Shinagawa, or Shibuya. Now, not all NEX stop at Shinagawa or Shibuya, so the most likely is that you'll have to switch to the JR Yamanote in Tokyo. It is another 25 minutes from there to Ebisu.
