I don't think that it sounds hard in the least. The policy is clearly written in the fare rules, yet agents appear to have some level of doscretion. The easy answer to consistency is to stick to the fare rules and that would leave OP's friend out in the cold, as it would many others facing all manner of hard situations. I would prefer that the situation be left where it is.
