my priorities in proceeding would be:

1) a desk/longe/whatever of that later connecting airline (the one I am looking to upgrade their flight) already at the initial (first segment of that day) airport, if they have one
2) lounge (if the departing airline runs one of it's own at that airport, they can themselves contact the gate agent if they have to) -
3) transfer desk
4) gate
