I think that particular RA measure was at behest of IC's owners/GMs, not IHG corporate. With ICs only wanting to cough up RA benies to RAs actually spending serious amount of nights/dollars within ICs
when the hurdle was 20/60/ 3 ,i was never a fan of the idea someone may do 40 x HI nights at $75 = 3K, 20 x IC $200 = 4K and get RA, when i was staying 25-45 IC nights in latter years, and spending an average of $500 a night, so 12.5K - 22.5K exclusive IC spend, nevertheless, i think they shld at least provide some incentive, maybe 25% of revenue from non IC nights.
