VN sometimes check through, sometimes don't - I've flown with them a lot and can't see any logic, pattern or consistency to it.

You will check-in domestic at SGN, I would expect your bags to be checked through and both boarding passes issued but no guarantees. You'll need to go landside at HAN and catch the free shuttle bus between terminals. 2 hours is plenty of time.
