So you:

1) Have a different phone number whenever you're in a different country... Why not just bite the bullet and get Google Fi, or eat the small charge for the text message, or wait until you're on wifi?
2) ......... mobile banking, even though it would solve all of your problems here.

...... there's no issue here, other than trying to make Capital One look bad (and I have zero respect for Capital One).
