Again, as it pertains to this discussion, the United States Federal Aviation Administration does not have a regulation that airlines have their window shades up on takeoff and landing.
However, if a carrier includes a requirement in its safety & security policy and then, as required, files that with the FAA, it becomes the functional equivalent of an "FAA requirement" for purposes of short-hand as the failure to enforce the policy is a violation.
