i think it may be more than disconcerting for those that spent over the 10K net at IC properties (and some a lot more?) that didn't qualify, nor got challenge offers, prima facie, their hurdles, and objectives from the data points we have available here seem to be all over the shop, with one caveat, that the data we have is reliable.
To be fair, I did have about $34,000 spend at other IHG brands in 2018. So in total with my IC spend and additional bonus spend, a total of $42,000. If giving me RA for another year ensures similar spend in 2019, I think IHG made the right decision.
